paper mario server not working

i tried to join the paper mario server (reason i went to this server) and when i gone into the water it didnt put me in the server and the command didnt work it said unknown command and the sea bottle did the same thing.

and when i go on the server everytime there is noone there (so i thought that it gone to another server so i posted the comment on the project on planet minecraft)

there are blocks but there are rerally any people. (also i applied to help with the paper mario building)

just the build server sometimes players do go on the main server but not much (i think the reason for the build server is that they need to type in the command to access it) and theres some weird things on the build server like a end portal.

also does the communication have to be skype cant it be chat on the server?

i actually dont want to use skype.

its fine if you only talk about minecraft.
